Township of Alnwick/Haldimand Council Meeting Update Newsletter - October 2025

October 14, 2025 – Regular Council Meeting:

·       Council received a presentation from Julien Bell, Vice President of Agile Infrastructure, regarding the Grafton Water Model Study final report.

·       Council received a report regarding 2025 Sand and Salt Budget. Council authorized the transfer of $186,279.60 from reserves for the procurement of sand and salt materials for the 2025/2026 Winter Season.

·       Council approved Deputy Mayor Stover, Councillor Ainsworth and Councillor O’Neill to attend the Rural Ontario Municipal Association Annual Conference, funded from the 2026 Council Training Budget.

·       Council received correspondence from Grafton Public School Council regarding the 2025 Grafton Christmas Market. Council waived permit and rental fees for the 2025 market and directed the applicant to the 2026 Community Grant Application process.

·       Council received a report regarding the Grafton Municipal Water System. Council awarded Agile Infrastructure the contract to complete the Master Water Plan and Municipal Water System Revew at a value of $57,000 plus HST.

October 21, 2025 – Committee of the Whole Meeting:

·       Committee of the Whole received a delegation from the Alderville Pioneer Group and recommended that Council approve the rental fee for the Alderville Pioneer Group at $26 per weekly meeting for 2025, 2026, and 2027.

·       Committee of the Whole received a delegation from Rob Green regarding a development charges exemption request. Committee of the Whole referred the delegation to staff to report back with more information.

·       Committee of the Whole recommended approval for the Parks & Recreation Advisory Committee recommendations that include improvements to the Vernonville Community Centre and budget consideration for Parks & Recreation signage.

·       Committee of the Whole received a report regarding Building Department Quarter 3 Activity. The report highlighted a decline in permits due to the hot and dry conditions and a progress update on new CityWide permitting software.

·       Committee of the Whole received a report regarding 2025 Fire Department activity. The report highlighted the services provided from June 1 – September 30, 2025.

·       Committee of the Whole received the Quarter 3 2025 Financial reports for information.

·       Committee of the Whole received a report regarding alternate voting methods. Committee recommended that Council authorize the use of Internet and Telephone voting methods during the 2026 Municipal and School Board elections.

October 28, 2025 – Municipal Planning Meeting:

·       Council received public comments regarding an application for a Zoning By-law amendment for a property owned by Corcair Farms located at 10846 County Road 2.

·       Council received a delegation from Gritt Koehl and Simon Schniederman regarding Preserving the Historic Hamlet of Grafton.

·       Council received a report regarding proposed conditions of draft plan approval for the New Danforth Subdivision. Council approved the draft conditions and directed staff to report back on the construction management plan once finalized.

·       Council received a report regarding the Official Plan Update and Zoning By-law Review. Council authorized staff to prepare and issue the Request for Proposal for these projects.

·       Council passed By-law #80-2025 authorizing the Zoning By-law amendment for Corcair Farms located at 10846 County Road 2.

October 28, 2025 – Regular Council Meeting:

·       Council received a presentation from MNP regarding Finance Department Review.

·       Council received a report regarding a project status update on the Grafton Well. Staff updated Council that archaeologically significant remains were found, and a Stage 4 Archaeological Study must be completed.

·       Council authorized staff to initiate the design-build process for an Arena Floor Replacement and Structural Inspection Project. Staff will report back on the financing and implementation plan prior to issuing the tender.

·       Council received a report regarding the Non-Union Pay Equity and Compensation Review Request for Proposal. Council awarded the contract to Pesce & Associated Human Resources Consultants at a value of $19,200 plus HST.

·       Council authorized the execution of a Memorandum of Understanding with the Great Pine Ridge Snowmobile Association.

·       Council enacted a By-law to appoint Councillor Ainsworth to the Township of Alnwick/Haldimand Public Library Board.
