Media Release: Township of Alnwick/Haldimand Launches Newly Redesigned Municipal Website
Alnwick/Haldimand Township, ON – The Township of Alnwick/Haldimand is pleased to announce the launch of its newly redesigned municipal website, providing residents, businesses, visitors, and community partners with an improved online experience that is modern, accessible, and easier to navigate.
The new website has been designed with users in mind, making it quicker and more convenient to find municipal information, access services, stay informed on Township news and events, and connect with municipal departments. With a refreshed layout, improved search functionality, and a mobile-friendly design, the website offers a more efficient way to access information from any device.
The redesign reflects the Township's ongoing commitment to enhancing customer service, improving communication, and ensuring residents have easy access to the information and services they need.
"Our new website is an important investment in how we serve our community," said Mayor John Logel. The Corporation of the Township of Alnwick/Haldimand
Take notice that the Council of the Corporation of the Township of Alnwick/Haldimand passed By-law Number 58-2026 on the 28th day of July, 2026 under Section 34 of the Planning Act, R.S.O., 1990, c.P. 13, as amended.
Public Input:
No public comments, written or verbal, were received as a result of the notice of application given in keeping with the provisions of the Planning Act, R.S.O. 1990, as amended. There were members of the public in attendance at the public meeting for this application with support for the amendments. No public concerns were raised.
Pursuant to Section 34(19) of the Planning Act, R.S.O. 1990, c.P. 13, as amended, only the applicant, the Minister of Municipal Affairs and Housing, or specified persons defined under the Planning Act may appeal the decision to the Ontario Land Tribunal, provided they made oral submissions at a public meeting or written submissions to the council. An appeal may not be filed by the general public.
How to File A Notice of Appeal
Take notice that an appeal to the Ontario Land Tribunal may be made by filing a notice of appeal with the Clerk via:
a) the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service by selecting Alnwick/Haldimand Township as the Approval Authority; or
b) If the e-file portal is down, please forward to clerks@ahtwp.ca using the required appeal form setting out the reasons for the appeal.
An appeal must be received no later than 4:30 p.m. on August 26, 2026. The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day.
The appeal must be accompanied by the appropriate fees prescribed by the Ontario Land Tribunal (OLT), which can be paid online through e-file. Alternatively, fees can be paid in the form of a cheque or money order payable to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca.

The Corporation of the Township of Alnwick/Haldimand
Purpose and Effect of Proposed Amendment:
The proposed General Amendment intends to:
• Amend the current definition of “Farm Produce Outlet” to permit the sale of broader kinds of produce from a farm, including meat and value-added products from the farm.
• Amend the regulations regarding setback requirements for accessory buildings. The amendments will remove the requirement that accessory buildings and structures not be closer to the street line than the principal/main building on the lot. This amendment would change the regulations in that accessory buildings and structures would be required to meet the minimum front and exterior yard depths of their applicable zone, regardless of the placement of the principal/main building.
• Remove the regulation that requires detached accessory buildings and structures be located 3.0m (9.84 ft) from the principal or main building, as the Ontario Building Code adequately regulates building separations, making this regulation unnecessary.
• Permit shipping containers to be located on Rural Residential properties, in both the side and rear yards. Rather than restrict shipping containers on properties adjacent to residential uses, lands zoned for residential use, or a Community Facility or Open Space zone, it is proposed to require screening from those uses and road frontages with screening in the form of plantings or fencing. A maximum of 2 shipping containers are proposed with a maximum sized of 30m2 on lots less than 5ha and 51m2 on lots greater than 5ha.
o Consideration can be made to amending By-law 10-2015, the Property Standards Bylaw to address maintenance and appearance.

July 14, 2026 – Regular Council Meeting:
Council considered a notice of motion submitted by Councillor Mike Ainsworth regarding Township Town Crier Support. Council voted to financially support the Township Town Crier in the amount of $2,260 for the Crying World Championship.
Council received a report regarding a Development Agreement for Leach Road. Council authorized the execution of a development agreement with J. Drobac and V. Oakman-Drobac on Leach Road.
Council received a report regarding the Grafton Drinking Water System Monitoring Well MWd Replacement. Council approved up to $75,000 for the project to be drawn from the Township’s remaining 2025 Ontario Community Infrastructure Fund (OCIF) allocation. Staff will report back to Council to provide an update on the vendor selection.
Council deferred the consideration of Council Remuneration to a future meeting.
July 28, 2026 – Municipal Planning / Regular Council Meeting
Council passed a by-law for a Zoning By-law amendment for 259 Cherry Hill Road (Z-05-2025).
Council passed a by-law for a Zoning By-law amendment for 0 Bull Road (Z-06-2026).
Council passed a by-law for a Zoning By-law amendment for Part of Lot 17 Concession 3, Geographic Alnwick (Z-07-2026).
Council passed a by-law for a General Zoning By-law amendment to amend the definition of farm produce outlet, amend requirements for accessory buildings and permit shipping containers on Rural Residential properties.
Council authorized a Development Agreement with the Estate of Graham Stratford for 285 Cherry Hill Road.
Council authorized an agreement with Jp2g Consultants Inc. for Municipal Engineering Services.

Council received a report regarding Grafton Community Centre – Sewer Backup Insurance Claim and Repair Update. Council authorized $10,000 to be withdrawn from the General Government – Working Capital reserve to pay the insurance deductible for the flood claim.
Council directed the Treasurer to provide a report to Council on the Nawautin property sale and reserves.
Council received a report regarding Finance ERP System Update. Council approved the Township’s participation in a joint procurement with Northumberland County and all its member municipalities for a new, modern integrated financial system.
Council received reports regarding RFP awards for a Grafton Municipal Office Needs Assessment and Alnwick Haldimand Community Centers Needs Assessment and Facility Reviews. Council awarded the Grafton Municipal Office Needs Assessment to Q Engineering for the sum of $33,000 plus HST. Council awarded the Alnwick Haldimand Community Centers Needs Assessments and Facility Reviews to Q Engineering for the sum of $46,110 plus HST.
Council passed a by-law to appoint an acting Deputy Clerk.
Council supported the following correspondence:
o Correspondence received from the British Home Children Advocacy and Research Association regarding Beacons of Light British Home Children and Child Migrants;
o Correspondence received from Tay Valley Township regarding Reinstating the Requirement for Compliance with the FOI and Protection of Privacy Act;

Construction begins August 4 on Grafton Urban Rehabilitation Project
Cobourg, ON – July 23, 2026 – Northumberland County will begin urban renewal construction in Grafton on Tuesday, August 4, 2026, with work expected to continue through to October. The project will improve roadway conditions, enhance pedestrian safety, and replace aging infrastructure in Grafton.
The rehabilitation project is a collaborative effort between Northumberland County and the Township of Alnwick/Haldimand to address identified infrastructure needs while improving safety for pedestrians and motorists.
Construction will take place along County Road 2 starting around the Haldimand Community Memorial Arena to 150 metres east of Lyle Street South (County Road 23), including Lyle Street South (County Road 23) intersection north for 200 metres.
Project improvements include:
· Relocating the existing pedestrian crossover at Old Danforth Road to the east side of the intersection, complete with overhead and advanced signage, flashing beacons and stop bars.
· Installing a new pedestrian crossover at the Haldimand Community Memorial Arena with overhead and advance signage, flashing beacons and stop bars.
· Constructing new sidewalk along Old Danforth Road in front of local businesses, including the re-configuration of on-street parking from County Road 2 to approximately 60m south of County Road 2.
· Replacing sections of the existing storm sewer infrastructure.
· Removing and replacing the full-depth asphalt roadway.
· Completing minor curb and gutter replacements.
· Applying new pavement markings upon completion of construction.
"The Grafton urban road reconstruction project is an investment in the safety and long-term livability of the community," states Peter Deshane, Associate Director of Engineering. "By coordinating roadway rehabilitation with pedestrian safety improvements and infrastructure upgrades, we're able to deliver lasting benefits for residents, businesses and visitors while making the most of this construction window."
To minimize impacts on the travelling public, at least one lane of traffic will remain open throughout construction hours, with two lanes reopened outside of working hours whenever possible. Motorists should expect temporary lane closures, reduced speeds and periodic delays while work is underway.
Residents, businesses and visitors are encouraged to plan for additional travel time, obey all construction signage, and use caution when travelling through the work zone. Access to local businesses and properties will be maintained throughout construction.

Notice of Public Meeting to review draft Agriculture Amendment to the County’s Official Plan
Cobourg, ON – July 7, 2026 – Following extensive public consultation, an amendment to the County’s Official Plan focused on agricultural lands and mapping, will be presented for consideration at a public meeting during the Economic Development, Tourism & Land Use Planning Committee meeting on July 29.
This amendment aims to protect our community’s vital local Agricultural System for future generations by reviewing and updating prime agricultural areas in Northumberland, as well as mapping, policies and frameworks related to agriculture and rural lands.
The Agriculture Amendment is part of the ‘Northumberland Next’ initiative to update the County’s Official Plan. Updates include a series of amendments, guiding community growth and development in Northumberland over the next 30 years.
The purpose of the Agriculture Amendment, Official Plan Amendment No 3 (‘OPA 3’), is to:
· Update the extent of the Agricultural Area designation in the County Official Plan
· Update the policy framework to ensure consistency with the Provincial Planning Statement 2024
· Rationalize the boundaries of a number of settlement areas in the County to ensure that they are aligned with property boundaries and existing approvals
· Expand the Grafton settlement area through a minor rounding out to implement a request made by Alnwick-Haldimand Council
After extensive consultation with residents and community partners from 2022 to 2025, the project team has developed plans and mapping, incorporating the feedback gathered throughout the process. Community members are invited to review the draft amendment, then attend the July committee meeting to learn more and ask questions.

Purpose and Effect of Proposed Amendment:
The Township of Alnwick/Haldimand has initiated a General Amendment to Zoning By-law 19-2019 that proposes to:
· Amend the definition of “Farm Produce Outlet” to permit for the sale of all produce from a farm, including meat and value-added products such as jam, pies, honey etc. The new definition will not permit a slaughterhouse as that is included within the existing definition of an Abattoir and would need to be listed as a permitted use within the zone on a property.
· Remove a regulation that does not permit accessory buildings and structures, in residential zones to be located closer to the street line than the principal or main building on a lot.
· Remove a regulation that requires accessory buildings and structures to be located 3.0 m from a principal or main building.
· Amend shipping container regulations to permit them to be located on rural residential properties within side and rear yards with regulations that speak to placement, size and screening. A maximum of 2 shipping containers are proposed with a maximum sized of 30m2 on lots less than 5ha and 51m2 on lots greater than 5ha.

June 9, 2026 – Regular Council Meeting:
Council received a report regarding Wicklow Boat Launch Dredging and Revenue Generation. Council approved the dredging of Wicklow Boat Launch in the spring of 2027 with the authorization to use the full amount available in the Dredging Reserves. Council also directed staff to explore implementing a fee system for the Wicklow Boat Launch in 2027 with a report being provided to Council by the end of 2026.
Council received a report regarding Human Resource Support for Ongoing Union Negotiations. Council authorized an additional $60,000 for HR Support Services to be funded from the Working Capital allocation within the General Government Reserve.
Council considered correspondence from the Centreton Union Cemetery Board of Trustees regarding a Request for Fee Waiver and Loads of Gravel. Council approved the fee waiver for the Centreton Community Centre for Decoration Day activities.
Council received recommendations from the Haldimand Community Memorial Arena and Recreational Complex Ad Hoc Committee. Council approved the Haldimand Community Memorial Arena and Recreational Complex Fundraising Campaign Donation and Recognition Levels and endorsed the Donor Bill of Rights.
Council received a report regarding Interim Integrity Commissioner and Closed Meeting Investigator Services. Council passed a by-law to appoint John Ewart of Ewart O’Dwyer LLP as the Interim Integrity Commissioner and Closed Meeting Investigator.

Council passed a by-law for a Zoning By-law amendment for 10063 County Road 2 (Z-04-2026).

Grafton, ON – The Township of Alnwick/Haldimand is pleased to announce that the municipal office in Grafton has reopened to the public for walk-in services following a brief closure last week for staff safety reasons.
Residents can access walk-in services at the municipal office located at 10836 County Rd #2 during regular business hours, Monday to Friday, 9:00 am – 4:30 pm. Appointments with staff for specialized services such as planning and building applications and inquiries, election nomination filings, cemetery related purchases/inquiries, commissioner of oaths, etc. are strongly encouraged to ensure staff availability.
Upgrades to the municipal office include new customer service windows for the Building/Planning and Administration Departments, controlled access areas, and security cameras in public hallways.
With the re-opening of Town Hall to the public for walk-in service, Council will also resume in-person meetings at either the Centreton Community Centre or Alnwick Civic Centre. For meeting locations, please review agendas at https://alnwickhaldimand.civicweb.net/Portal/Default.aspx.

Media Release: Township Receives First Major Donations Toward Haldimand Community Memorial Arena and Recreation Complex Project

Grafton, ON - The Township of Alnwick/Haldimand is pleased to announce the receipt of its first significant donations in support of the Haldimand Memorial Community Arena and Recreation Complex project.
Today, the Township confirms that it has received an anonymous donation in the amount of $250,000, marking an important milestone in the community fundraising effort for the arena project.
In addition, the Township has received a second donation in the amount of $125,000 to be designated as part of a matching donation campaign. This generous commitment will help launch a future fundraising campaign, encouraging community members, businesses, and organizations to maximize the impact of their contributions toward this important community initiative.
Township staff will continue to work closely with the Haldimand Memorial Community Arena and Recreation Complex Fundraising Committee to develop the matching donation campaign and prepare supporting promotional materials that will be shared with the public in the coming weeks.
The Township would also like to recognize and thank the dedicated volunteers of the Haldimand Memorial Community Arena and Recreation Complex Fundraising Committee for their hard work, commitment, and enthusiasm. Their countless hours of planning, community engagement, fundraising efforts, development of promotional materials, and through their strong collaboration with staff, have helped build momentum for this project and have been instrumental in reaching this important milestone.

Arena Rink Slab Project Details:
Following the completion of a Needs Assessment Study completed by Sierra Planning and Consulting in May 2025, Township Council authorized the Arena Rink Slab (Floor) Replacement Project for the Haldimand Community Memorial Arena in November 2025. Following the acceptance of the project financing plan and a competitive bidding process, the Township awarded the contract to JJ McGuire General Contractors in April 2026 for the completion of the replacement of the Grafton Arena Rink Slab, including the demolition and replacement of the structural concrete slab, refrigeration equipment, rink boards and glass, and installation of a low emissivity ceiling for a cost of $2,332,000 (+ HST). The project is scheduled for completion in October 2026 in time for the 2026-2027 ice season.

Media Release: Township of Alnwick/Haldimand Announces Canada Day Celebration

Grafton, ON – Residents and visitors are invited to join the celebration of Canada’s 159th Birthday on Sunday, June 28, 2026, beginning at 1:00 pm in Grafton.
This year’s event will feature a parade followed by free family activities at the Haldimand Memorial Arena and Recreation Complex in Grafton.
The Canada Day parade will begin at 1:00 pm in the parking lot of St. Mary Catholic Elementary School and proceed along Old Danforth Road and County Road 2 to the Haldimand Memorial Arena and Recreation Complex. The parade will feature Town Crier Liam Cragg, Grafton Legion Colour Parade, Cobourg Legion Pipes and Drums, and a variety of floats from local community groups, businesses and families. To participate and enter a float in the parade, please register at www.ahtwp.ca/events/canada-day-parade-and-celebration.
Following the parade, attendees can enjoy a wide variety of activities at the Haldimand Memorial Arena and Recreation Complex. Families can look forward to the Firefighter Obstacle Course, Story Walk and crafts provided by Alnwick/Haldimand Public Library, bouncy castles, free hot dogs, EarlyON fun, and live music from the Colborne Library Ukelele Band.
New this year is the Bubbleology Show, featuring Miss T the Bubble Queen. Combining science, art, and entertainment, this interactive performance promises to engage audiences of all ages.
The day’s festivities will wrap up with the ceremonial cutting of the Canada Day cake and the annual Civic Awards recognizing individuals who have made outstanding contributions to the community.
