Cobourg, ON – September 23, 2024 – At the September 18th council meeting, Northumberland County Council approved the appointment of two new citizen members to the Northumberland County Housing Corporation (NCHC) Board. Daphne Livingstone and Molly Anthony will fill citizen vacancies in the skills-based board, which overseas operations related to the NCHC’s portfolio of over 372 rent-geared-to-income (RGI) and market rental housing units, as well as housing development initiatives across Northumberland County. Both appointees bring a wealth of experience and a shared passion for supporting the NCHC's mission to provide safe and affordable housing for the community.

“We are excited to have Daphne and Molly join the NCHC Board of Directors,” says NCHC Board Chair Victor Fiume. “Their diverse expertise in municipal governance and real estate will be a tremendous asset to the board as we work towards achieving our strategic goals to create a stronger, more resilient community.”

Daphne Livingstone
Daphne Livingstone serves as the Director of Corporate Services and Municipal Clerk for the Township of Hamilton. With 25 years’ experience working in both large and small municipalities across Ontario, Daphne has developed extensive knowledge of governance and service delivery at both lower and upper-tier levels. Her education includes a Masters Certificate in Municipal Leadership, and she is a Certified Municipal Officer, showcasing her strong foundation in municipal management.

Daphne is deeply committed to the initiatives of the NCHC, understanding the vital role it plays in creating a sense of community for individuals and families experiencing housing insecurity.

Molly Anthony
Molly Anthony, who moved to Northumberland County with her family in 2019, is currently the Director of Real Estate at Toronto Metropolitan University. She brings a broad range of experience, including master planning, opportunity analysis, transactions, operational integration, and asset management. Molly is enthusiastic about her new role with the NCHC, seeing stable housing as a fundamental element of healthy communities and supporting the organizations’ role to build and maintain safe and affordable rental housing where people feel at home.

The addition of Daphne Livingstone and Molly Anothny to the NCHC Board reflects Northumberland County's commitment to strengthening its leadership and continuing its work to address housing needs within the community.

The half-day conference, taking place at the Best Western Plus Cobourg Inn & Convention Centre on Thursday, November 7th, will motivate local entrepreneurs with an incredible lineup of inspiring guest speakers, including The Sorry Girls, Mabel’s Labels Co-Founder and Senior Director Julie Cole and Media Host, Producer and Writer Pay Chen. Media Release - Celebrate 100 years of restoration and stewardship in the County Forest

Cobourg, ON – September 17, 2024 – Join Northumberland County Forest staff on Saturday, September 28, 2024 from 10:00 AM to 12:00 PM at the Woodland Trailhead to celebrate a century of stewardship marking 100 years of restoration of the Northumberland County Forest. In recognition of National Forest Week, this event will offer an opportunity for visitors to connect with the forest’s rich history while learning about its future.

The Northumberland County Forest is a remarkable environmental resource with deep historical significance. Indigenous peoples originally inhabited this area, living in harmony with its natural environment. However, between the mid-1700’s and early 1900’s, old-growth forests and tallgrass in this area were significantly reduced due to European settlement, logging, and forest fires.

Established in 1924 with the purchase of 1,011 acres by The United Counties of Durham and Northumberland through a Provincial Forest Agreement, restoration and revitalization efforts for this vital natural area began soon after. In 1994, when the provincial forest management agreement ended, Northumberland County assumed full responsibility for managing the forest. Since then, efforts have expanded beyond tree planting to include the development of an extensive trail network, and a focus on habitat restoration, and conversion from conifer plantations in rows to natural biodiverse forest, ensuring the forest’s ecological health for future generations.

“The Northumberland County Forest is an incredible resource,” states Northumberland County Natural Heritage Manager Todd Farrell. “Over the past 100 years, stewardship efforts have restored this landscape from a barren wasteland with poor soils into a flourishing forest once again. This transformation has created a sustainable ecosystem that supports wildlife, native habitat, and our local communities.”

Ongoing restoration and stewardship efforts have helped protect this natural space, providing opportunities for recreation and education. Situated on the Oak Ridge Moraine, the forest now spans 2,235 hectares (5,524 acres) and provides residents and visitors with a place to appreciate its diverse plants and wildlife species, while preserving ecosystems and offering numerous ecological benefits. The trail network has expanded to 118 km, offering various recreational opportunities, including hiking, mountain biking, and winter activities such as cross-country skiing and snowshoeing to the over 100,000 visitors each year.

“Our conservation program focuses on habitat maintenance and enhancement, native landscape restoration, and the removal of invasive species,” Farrell explains. “We’re also committed to protecting rare habitats such as the Black Oak Woodland and Savannah. This event is a great opportunity for the community to celebrate the forest's legacy.”

With over 100,000 users visiting the forest each year, and in recognition of National Forest Week, Northumberland County is encouraging residents to follow proper forest etiquette to help preserve the natural beauty and ecological balance of this resource. This includes staying on designated trails, respecting wildlife, packing out any waste, and being mindful of other users. Whether hiking, biking, or simply exploring, responsible behavior ensures that the forest remains a safe and sustainable space for all to enjoy.

Media Release - Prince Edward Street (County Road 64) Railway Crossing Closed for Repairs:

Cobourg, ON – September 16, 2024 – Northumberland County has been advised by CPKC rail of the need for an upcoming closure of Prince Edward Street (County Road 64) in Brighton, at the railway crossing at that location, for essential road-level grade crossing repairs. The closure will begin Monday, September 23 and continue for four days. This closure will impact motorists, pedestrians, and cyclists, with no access permitted through the railway crossing during the repair period.

The closure is necessary as CPKC undertakes important road and track work at that location. This follows last year’s significant safety upgrades of this rail crossing, which included installation of pedestrian railings, new signage, and updated signal and gates to enhance safety for pedestrians, cyclists and motorists.

Road Closure Details:

· Location: Prince Edward Street between Richardson Street and Butler Street

· Start: Monday, September 23 at 7:00 AM

· End: Thursday, September 26 at 3:00 PM

Detour Information:

· Southbound traffic will be rerouted via Richardson Street.

· Northbound traffic will be rerouted via Butler Street.

· Detour signs will be posted to guide vehicle and pedestrian traffic safely around the closure.

Railway Safety Reminders:
Northumberland County would like to remind residents to stay safe around railway crossings.

· Never stop on the tracks: Ensure there is enough space on the other side of the crossing before proceeding.

· Obey all signals and signs: Only cross when it is safe and legal to do so.

· Stay alert: Trains can approach quickly and quietly. Always look both ways before crossing.

· Avoid distractions: Refrain from using your phone or wearing headphones when near railway crossings.

Motorists are advised to plan their routes accordingly and anticipate minor delays. Northumberland County appreciates the public’s patience and cooperation as this necessary work is undertaken to ensure the continued safety and functionality of the Brighton Railway crossing.

Road closure at Station Road/CPKC railway track

September 16, 2024 - The Township of Alnwick/Haldimand is advising of a full road closure at the CPKC railway track and Station Road. The closure will take place from Wednesday, September 18 - Friday, September 20, 2024. This closure is required for road resurfacing repairs to the crossing. We thank drivers, pedestrians, and cyclists for their patience while these repairs are completed.

Media Release - Review and provide feedback on proposed changes to plumbing and septic system inspection fees

Cobourg, ON – September 13, 2024 – Northumberland County is considering changes to plumbing and septic system inspection fees. A full report regarding the proposed changes will be presented at the October 2, 2024 meeting of the Economic Development, Tourism, Land Use Planning Committee, for public review and feedback.

The report will be made available as part of the Economic Development, Tourism, Land Use Planning Committee meeting agenda, which will be posted to the County website at Northumberland.ca/Council by September 27th.

Community members interested in providing feedback or comments on the proposed changes are invited to make a delegation, in-person or virtually, at the October 2nd public meeting. Those who are unable to attend the meeting may submit feedback by email to campbelld@northumberland.ca by Friday, October 18th.

Feedback received will help inform the final recommended fee structure to be included in the County’s annually-updated Fees and Charges By-Law. Once updated to reflect the new fees, the by-law will be presented to the Finance and Audit Committee for review and public feedback later this year. After being reviewed and finalized, the fees indicated in the revised by-law will come into effect once adopted by Council.

Media Release - County Council to review police services study at upcoming meeting

Cobourg, ON – September 13, 2024 – Northumberland County Council will review the results of a Police Services Review study at its upcoming meeting on Wednesday, September 18th, 2024. StrategyCorp, the consultant engaged by the County to undertake this review, completed the study following a four-month process that kicked off in April.

As the Mayors of Northumberland, County Council requested this study to collectively assess current policing practices across Northumberland and explore potential future service delivery models. As local municipalities prepare for anticipated regional population growth of 35% over the next 25 years, findings from this study are intended to support informed decision-making around future policing services.

Currently, Northumberland municipalities are served by three distinct police services:

1. Cobourg Police Service (CPS): Serving the Town of Cobourg.

2. Port Hope Police Service (PHPS): Serving mainly the urban area of the Municipality of Port Hope.

3. Ontario Provincial Police (OPP): Serving the rural area of the Municipality of Port Hope, Hamilton Township, Alnwick-Haldimand Township, Cramahe Township, the Municipality of Brighton, and the Municipality of Trent Hills.

The study being presented on September 18 evaluates existing service models – considering service levels, operational costs, and evolving community needs – and identifies options for future service delivery.

Following deliberations, County Council will decide whether to move forward with Phase 2 of this project, which would involve a full costing of alternative service delivery models identified in the study. Ultimately, any changes to local policing models would be at the discretion of each lower-tier municipality, with whom jurisdiction for police services resides.

Follow up on Community Risk Assessment and Master Fire Plan

September 11, 2024 - Our Municipal OFM representative was at the Township office today, following up on the adoption and implementation of our Community Risk Assessment and Master Fire Plan (previously adopted by Council earlier in 2024).  We are very blessed to be partnered with the OFM with their assistance in keeping all of our residents fire safe.  Thank you to OFM advisor Dan Stanhope for his dedication and commitment to service.

Media Release - Full closure planned for Brook Road North (CR 20) from Sept 23 to Oct 11

Media Release

Cobourg, ON – September 11, 2024 – Northumberland County is advising residents of the full closure of Brook Road North, Cobourg (CR 20) between Elgin Street East and King Street (local access only) from September 23 to October 11, 2024. This closure is necessary to allow a developer to install underground infrastructure for water and sewer, as well as to widen Brook Road North to accommodate the construction of a left turn lane, as part of the ongoing development in the area.

During this period, Brook Road North (CR 20) will be closed to local traffic only, with local access maintained just south of Elgin St. East.  All other traffic will be rerouted via D’Arcy St., with signage to direct traffic.  This closure will affect emergency services, bussing companies, and businesses in the area. However, this approach is expected to shorten the construction timeline by five weeks, with an anticipated re-opening by October 11.

Construction is currently ongoing on Brook Road North, with lane restrictions in effect.  Following the full road closure, which ends on October 11, periodic lane closures will continue during daytime hours, with full project completion expected by the end of October. 

In a special Northumberland County Council meeting on September 9, Council debated two options: maintain one lane of traffic, extending the construction period over several months, or implement a full road closure for a shorter three-week duration. Council voted to approve the full road closure starting on September 23 as requested by the developer.

“We understand this closure may cause some inconvenience, and we appreciate the patience of residents and businesses,” says Director of Public Works Denise Marshall. “We will work closely with the developer to ensure the infrastructure upgrades are completed safely and efficiently, while minimizing disruption as much as possible.”

Residents and businesses along Brook Road N (CR20) and those affected by the detour, are encouraged to plan their travel accordingly. Northumberland County will continue to provide updates as the project progresses.

Located on the traditional territory of the Mississauga, Northumberland County is a thriving community just one hour east of Toronto along Highway 401, with easy access to urban centres to the north, east and west. As the upper tier level of municipal government for the region, Northumberland County’s vision is to bring together people, partnerships and possibilities for a strong and vibrant Northumberland. Our community includes seven distinct yet complementary municipalities, with County Council comprised of the Mayors of each of these member municipalities:
