Township of Alnwick/Haldimand Council Meeting Update Newsletter - December 2025

December 9, 2025 – Regular Council Meeting:

·       Council received a report regarding Section 34 Amendments (Grafton Well Project) – Trent Source Protection Plan. Council endorsed the amendments to the Trent Source Protection Plan as presented and authorized public engagement.

·       Council received a report from staff regarding a budget deferral for the replacement of a one-ton truck. Council authorized the funding be carried forward from the 2025 budget to 2026 to accommodate the revised vehicle delivery.

·       Council received a report from staff regarding Fees & Charges Update. Council deferred the implementation of the fees until an updated report was brought forward highlighting the changes from 2025 to 2026.

·       Council received a report from staff regarding Holiday Office Hours. Council approved the closure of Municipal Offices on Friday, January 2, 2026.

·       Council received a report from staff regarding the award of agricultural land-use request for proposal (RFP) for the Burnley Pit Lands. Council authorized the lease agreement with Patrick and Sherry McLaren for the agricultural use of 12 acres at the Burley Pit for an annual fee of $720.

·       Council received a request from the Alnwick/Haldimand Firefighter’s Association for a rental fee waiver for the Firefighter’s Association New Year’s Eve Dance. Council authorized the rental fee waiver.

December 16, 2025 – Special Public Meeting:

·       Council went into a Public Meeting to hear comments regarding the consideration of future uses for Fenella Hall and community priorities for the 2026 budget.

·       Council heard many comments and will consider them at a future date or during discussions for the 2026 budget.

December 18, 2025 – Special Budget Meeting:

·       Council received a report regarding the 2026 Cost of Living Allowance for non-union staff. Council approved a 1.8% COLA increase for non-union staff, effective January 1, 2026.

·       Council received a report regarding the 2026 Budget Public Survey results for information.

·       Council received a report regarding the 2026 Community Grant applications. Council awarded the following community grants:

o   Community Care for $3,000

o   Centreton 4-H Life Skills for $1,125

o   Roseneath Agricultural Society for $2,250

o   Grafton Green Thumbs / Grafton Horticultural Society for $1,250

·       Council directed staff to bring forward the disqualified applications for Council to review.

·       Council received a report regarding 2026 Fees and Charges. Council authorized the implementation of fees and charges for 2026.

·       Council passed By-laws to set remuneration for Fire Department Officer and Firefighters for 2026 and a By-law to set remuneration and expenses for Members of Council in 2026.

December 23, 2025 – Municipal Planning / Regular Council Meeting:

·       Council received a report regarding Zoning application Z-12-2025 to amend the zoning on the parcel of land described as Concession 3, Part Lot 9, Part 1 on 39R235, Geographic Haldimand by changing from Rural to Rural Residential. Council approved the zoning amendment.

·       Council received a report regarding addition to Reserve proposal for Alderville First Nation. Council supported the proposed addition and directed the Mayor to send correspondence back offering support. Council also directed staff to enter discussions with Alderville First Nation on agreements for shared services and tax loss adjustments.

·       Council received a Fundraising Strategy from the Haldimand Memorial Arena & Recreational Complex Fundraising Ad Hoc Committee. Council approved the Committee’s fundraising strategy.

·       Council authorized Councillor Greg Booth to attend the Good Roads 2026 Annual Conference in Toronto from March 29 – April 1, 2026, funded from the 2026 Council training budget.

·       Council received a report regarding By-law Enforcement Part-time Position. Council approved the continuation of the part-time position to work Friday, Saturday, and Sunday of every weekend for the 2026 calendar year.

·       Council received a report regarding award of RFP 11-2025 for the design and contract administration for ice rink floor replacement at the Haldimand Community Memorial Arena. Council awarded the RFP to Barry Bryan Associates for $78,000 plus HST.
