Township of Alnwick/Haldimand Council Meeting Update Newsletter – February 2026
February 10, 2026 – Regular Council Meeting:
· Council passed a resolution directing staff to get valuations on the remaining 80 Township owned vacant properties and to include these valuations in the Asset Management Plan.
· Council passed a resolution directing staff to provide an insurance coverage update for facilities and cyber security.
· Council received an update report regarding Development Charge Reserve Funds for information.
· Council considered a Notice of Motion from Councillor Ainsworth regarding an investigation of facility committees. Council directed staff to investigate the committee structure and report back to Council for options of alternative committee structures taking into account the Parks and Recreation Advisory Committee along with facility specific committees.
· Council received correspondence regarding a request for a rental fee waiver for Fenella hall for a Benefit Event. Council deferred the request until more information is provided.

February 11, 2026 – Special Council Meeting: Budget:
· Councill heard a presentation from the CAO regarding understanding property taxes.
· Council amended the Draft 2026 Budget to decrease Administrative Department Wages by $108,684 and decrease Public Works Department Wages by $38,672.
· Council approved the Draft 2026 Budget as amended above.

February 17, 2026 – Committee of the Whole Meeting:
· Council deferred a presentation from MNP regarding the Finance Department Review due to technical difficulties.
· Council heard a presentation from the Alnwick/Haldimand Public Library regarding the 2025 Annual Report.
· Council heard a delegation from Tom Herd regarding a Speed Reduction Request on Third Line Road in Roseneath. Committee of the Whole recommended that Council direct staff to report back on the request.
· Council heard a delegation from Jim McCormack regarding a Request for a Funding Strategy for the Haldimand Community Memorial Arena Upgrades.
· Council received a report regarding an update on the Township of Alnwick/Haldimand Asset Management Plan.
· Council considered a Notice of Motion from Deputy Mayor Stover regarding Speed Limit Reduction. Committee of the Whole recommended that Council direct staff to assess the need to adjust the speed limit on Station Road south of the four way stop to Lake Ontario and include Chub Point Road and Ruttan Road.
· Council received the 2026-2031 Multi-Year Accessibility Plan. Committee of the Whole recommended that Council approve the Plan.
· Council received correspondence from the Northumberland Chamber of Commerce regarding Business Achievement Awards Sponsorship Opportunity. Committee of the Whole recommended that Council support for the platinum package sponsorship ($2,000).

February 23, 2026 – Special Council Meeting:
· Council met for the purposes of moving into Closed Session regarding CUPE Union Negotiation Updates.

February 24, 2026 – Municipal Planning / Regular Council Meeting:
· Council received a report regarding Zoning application Z-13-2025 to amend the zoning on the parcel of land described as Lot 7, Concession 1, Geographic Township of Alnwick, by changing the zoning from Rural to Rural Residential and Oak Ridges Moraine Countryside Exception No. 12. Council approved the zoning amendment.
· Council received a report regarding Zoning application Z-14-2025 to amend the zoning on the parcel of land described as Part of Lot 24, Concession 3, Geographic Township of Alnwick, by changing from Rural to Rural Residential No. 73 Holding. Council approved the application with a holding symbol to be removed by future by-law once all conditions listed in By-law 2026-12 are met.
· Council received a report regarding Zoning application Z-01-2026 to amend the zoning on the parcel of land described as Part of Lot 13, Concession A, Geographic Township of Haldimand, by changing from Hamlet Residential to Hamlet Residential Exception No. 34. Council approved the zoning amendment.
· Council considered a Notice of Motion from Councillor O’Neill regarding a Tracking Report for Outstanding Motions. Council directed staff to submit a report to Council on a quarterly basis starting in March, detailing the status of al outstanding resolutions passed by Council.
· Council considered the request for a rental fee waiver for Fenella hall for a Benefit Event deferred from the February 10 Council Meeting. Council offered a 25% discount on the rental rate and directed staff to investigate the Fee Waiver Policy to include a 25% discount for community benefit events.
· Council passed By-law No. 2026-08 to appoint additional members to Parks and Recreation Advisory Committee Meeting.
