Township of Alnwick/Haldimand Council Meeting Update Newsletter - September 2025
September 9, 2025 – Regular Council Meeting:
· Council received a delegation from Tara Raymond and Dave Dunk regarding Reallocation of Ice Time for Historical User Groups. Council directed staff to amend the Ice Allocation Policy to allow for previous year ice user groups to be grandfathered in and the creation of an annual meeting of all user groups during ice allocation season.
· Council received a presentation of the 2024 audited financial statements from Baker Tilly and approved the 2024 financial statements.
· Council received a report recommending a reduction in non-prime arena operating hours for cost savings. Council directed staff to report back on alternative cost-saving intiatives for operating the arena.

September 16, 2025 – Committee of the Whole Meeting:
· Committee of the Whole received a presentation from Pinchin Ltd. regarding the Grafton Municipal Office Structural Report.
· Committee of the Whole received a presentation from the Ontario Health Team of Northumberland regarding physician recruitment in Northumberland.
· Committee of the Whole received recommendations from the Parks and Recreation Advisory Committee regarding Nawautin Sanctuary, Sandy Bay Park, and Fenella Community Centre looking for staff to monitor usage and determine budget priorities.
· Committee of the Whole received a report regarding a tender award for a mobile column lifting system. Recommendation to Council was that the tender be awarded to ISN Group Holdings Inc. in the amount of $109,714.00 (excl. HST).
· Committee of the Whole received a Notice of Motion from Councillor Mike Ainswoth. Recommendation to Council is that a letter be sent to Northumberland County to request financial stewardship when preparing the 2026 budget.
· Committee of the Whole received reports notifying Council of the 2026-2031 Multi-Year Accessibility Plan Update.
· Committee of the Whole received a report regarding the Great Pine Ridge Snowmobile Association Memorandum of Understanding (MOU). The recommendation to Council is to authorize the execution of the MOU.
· Committee of the Whole supported communications re: Rail Safety Week, Preserving Canadian Soil, College of Physicians and Surgeons of Ontario Licensing, and Advocacy for Increased Income Support for Canadian Veterans.

September 23, 2025 – Municipal Planning Meeting:
· Council received public comments regarding an amendment to the Zoning By-law for Danforth Sixty Holdings Inc. located at 226 Old Danforth Road. Comments from residents regarding buffers was noted by staff.
· Council received public comments regarding an amendment to the Zoning By-law for James Murphy and Linda Amor located at 6060 Curtis Point Road.
· Council received public comments regarding general amendments to the Zoning By-law that include amending regulations concerning bunkhouses, removing regulations concerning secondary dwellings, regulations concerning shipping containers, removing regulations concerning non-agricultural buildings and mapping corrections.
· Council approved the final subdivision agreement for Phase II Rice Lake Estates.

September 23, 2025 – Regular Council Meeting:
· Council awarded the 2025-2026 Winter Sand Supply contract to Gerald Finlay Construction Limited.
· Council awarded the 2025-2026 Winter Salt Supply contract to Cargill.
· Council directed staff to proceed with Pinchin Ltd. to take and test random samples from Grafton Municipal Offices and to report back to Council with results.
· Council appointed Deputy Mayor Stover and Councillor Mike Ainsworth to the Haldimand Community Memorial Arena & Recreational Complex Fundraising Ad Hoc Committee and appointed all resident members to the Committee.
· Council approved Councillor Mike Ainsworth to attend the Ontario Recreation Facilities Association – Aging Infrastructure Symposium to be funded from the 2025 Council Training budget as per By-law No. 06-2025.
