Township Issues Second Statement on Zero Tolerance Policy for the Harassment, Bullying, and Intimidation of Staff

Grafton, ON - October 24, 2025 - As a result of misinformation circulating in the community and recent incidents involving harassing, defamatory, intimidating, and threatening behaviour towards staff both in person and online, officials at the Township of Alnwick/Haldimand are again reminding residents and the general public that the Township has a Zero Tolerance Policy against the harassment, bullying, and intimidation of staff and officials. This is in keeping with the Occupational Health & Safety Act (OSHA) and the Employment Standards Act.
The Township’s goal is to foster a community built on transparency, trust, and open communication. The public are encouraged to contact Township staff directly or any member of Council if they have questions or concerns about Township services, programs, or decisions. The Township is open to respectful community feedback and dialogue and is available to assist and provide accurate information to ensure that our community is well informed.

(NORTHUMBERLAND, ON) – The Northumberland Detachment of the Ontario Provincial Police (OPP) seeks input from the public and interested parties regarding the proposed Northumberland Action Plan 2026-2029.
Every three years every detachment develops a new Detachment Action Plan to address local priorities and concerns. Part of the development of the local action plan involves a community consultation phase to gather feedback from the community and our community partners on what they feel should be included in our new action plan.

2026 Budget survey released

Grafton, ON – October 7, 2025 - The Township of Alnwick/Haldimand is pleased to release the 2026 budget survey. Residents are invited to provide their input on the current and future funding of services and programs. This community input will be reviewed by staff and Council during the development of the 2026 Budget to help prioritize spending and projects for the upcoming year.
Residents are encouraged to engage by completing the 2026 budget survey available online at www.ahtwp.ca/communityengagement. Hard copies of the survey are available at the Grafton Municipal Office, and Centreton, Grafton, and Roseneath Public Libraries.
The deadline to complete the survey is October 26, 2025.

Notice of Public Meeting To Amend Zoning By-law 19-2019 - September 23, 2025
To amend Township of Alnwick/Haldimand Zoning By-law 19-2019 under Section 34 of the Planning Act, R.S.O. 1990, c.P.13, as amended
Purpose and Effect of Proposed Amendment:
The proposed Zoning By-law Amendment will:
Amend regulations for bunkhouses to allow farmers to provide housing for farm labour without the need for a Zoning By-law amendment.
Remove regulations tied to the gross floor area of secondary dwellings to less than 50% of the gross floor area of the principal dwelling where the secondary dwelling is located within a dwelling. The regulation requiring a minimum lot area of 0.4 ha for a secondary dwelling is proposed to be removed in favour of regulations requiring demonstration of adequate water supply and approval of a sewage disposal system.
Regulations are proposed to be revised to permit the use of shipping containers in the design of a principal or main building where a building permit has been issued. The regulations that permit the use of shipping containers as an accessory structure are proposed to include the Community Facility, Oak Ridges Moraine Core, Oak Ridges Moraine Linkage, and Oak Ridges Moraine Countryside Zones.
Remove the regulation restricting expansions of legally existing non-agricultural buildings and structures to a maximum of 100 percent of the ground floor area of the building or structure as of November 15, 2001. This section has been improved to direct single detached dwellings to comply with the regulations for the Rural Residential Zone and all other uses to the regulations for the Rural (RU) zone. This will ensure additions maintain appropriate yard widths, heights and lot coverages. Based on the above it is appropriate to delete the restriction on floor area for the property located at 8219 County Rd 45 that is zoned ORMCO-1 (within Part Lot 20, Concession 10, Geographic – Haldimand).
Mapping errors are proposed to be corrected. Part Lot 20, Concession 7, Geographic – Alnwick, Roll Number 14502260300385000000. The zone on this property is incorrectly mapped as Rural Exception No. 88 (RU-88) where the property should be zoned Rural (RU). The property at 210 Aird Street in Grafton is incorrectly mapped as Hamlet Commercial Exception No. 6 (HC-6) where it should be Hamlet Residential (HR).
A location map has not been provided as the proposed amendment applies to the entire Township.

An appeal may not be filed by the general public.

Open Air Burn Ban Lifted

Based on significant rainfall, cooler temperatures and more rain in the forecast the County-wide Open Air Burn Ban has been lifted in Northumberland County, effective immediately.
Residents are reminded to follow their local Municipal open-air burning by-laws and to always use extreme caution when performing open air burns.

Failure to comply with your local open-air burning by-laws may result in fines and/or charges under the Ontario Fire Code and Municipal By-Laws.
Residents are asked to remain vigilant, report any signs of fire immediately, and do their part to help prevent the spread of fire.

Township Issues Immediate Notice Regarding Dunnette Landing Boat Launch
Roseneath, ON – August 19, 2025 - The Township of Alnwick/Haldimand is issuing an immediate notice to all residents and visitors regarding the Dunnette Landing Boat Launch on Rice Lake.
Township officials, including staff and Mayor Logel, visited the Dunnette Landing Boat Launch earlier today and erected official signage clearly indicating that the boat launch is Township-owned property. A legal land survey dating back to 1973 confirms the Township’s ownership of the boat launch area.
It has come to the Township’s attention that an individual has been charging fees for use of the boat launch. The Township would like to inform all residents and boat launch users that any person requesting or collecting fees at this location is doing so fraudulently, and such activity is not authorized by the Township.
Important Reminder to the Public:
There are NO FEES for using the Dunnette Landing Boat Launch.
The Township owns this public access point and will be maintaining it.
If you are approached by anyone demanding payment or exhibiting threatening, bullying, or harassing behavior, please contact the Ontario Provincial Police (OPP) immediately.
The Township takes the integrity and accessibility of public infrastructure seriously. We thank residents for their cooperation and encourage the public to report any suspicious or unlawful behavior.

Total Burn Ban in Effect
PUBLIC NOTICE – Effective August 6, 2025

Due to extremely dry conditions and deteriorating air quality caused by ongoing wildland fires across Ontario and Manitoba, a County-wide Open Air Burn Ban is being implemented in Northumberland County, effective immediately.
This burn ban has been enacted in coordination with fire services across the region to reduce the risk of wildfires and to protect public safety during this period of elevated fire danger.
Effective August 6, 2025, and until further notice, all forms of open-air burning are strictly prohibited within Northumberland County, including but not limited to:
• Backyard campfires or fire pits
• Brush and yard waste burning
• Agricultural burns
• Fireworks
• Any fire not contained within a CSA-approved outdoor appliance (where permitted)
Important Notes:
• Failure to comply with the burn ban may result in fines and/or charges under the Ontario Fire Code and Municipal By-Laws.

Township Receives $10,000 Ice Storm 2025: Recovery Grant from Hydro One Inc.

Grafton, ON – On June 16, 2025, Hydro One Inc. (Hydro One) announced that the Township of Alnwick/Haldimand is one of 50 municipalities and Indigenous communities to receive $10,000 through the Ice Storm 2025: Recover Grant. The grant will support local recovery efforts following the severe ice storm that affected much of Southern Ontario in March 2025.
“On behalf of the Township of Alnwick/Haldimand, I would like to acknowledge and thank Hydro One for their contribution and support of the clean-up operations following the ice storm this Spring. This additional funding will help offset the extra costs associated with emergency services and the extended clean-up efforts, which are continuing to this day. I also want to recognize and thank both Township staff and our community who worked together to make the best of a challenging week.” - Mayor John Logel
Over the course of the multi-day weather event, which saw wide-spread power outages for up to one-week in some parts of the Township, the Township’s Public Works and Fire Departments responded to multiple calls for service. Both departments worked to clear and respond to downed trees and hydro poles and wires, working with Hydro One crews and contractors where required. Due to extended power outages, all public programming and rentals in the Township’s community centres were cancelled and all parks and green spaces were closed because of extensive damage to trees.
To assist residents without power, all three Fire Halls in the Township of Alnwick/Haldimand were open by appointment only for residents to charge cell phones and other electronics, warm up, shower, and/or fill up on fresh water.

Grafton, ON — May 22, 2025 - The Township of Alnwick/Haldimand is pleased to announce that nominations for the 2025 Civic Awards are now being accepted.
The Civic Awards Program is an opportunity to recognize residents who make meaningful contributions by dedicating both their time and talents to our community. Nominees must be residents of the Township of Alnwick/Haldimand.
Individuals or groups can be nominated in seven categories:

• Junior Citizen of the Year
• Outstanding Achievement in the Arts
• Outstanding Community Service
• Outstanding Athletic Achievement
• Outstanding Community Spirit
Award recipients will be honoured at a special ceremony during the Canada Day festivities in Grafton on Sunday, June 29, 2025.
