Recreation Department Updates
· Winter Recreational Programs begin December 8, 2025, and registration will open November 17, 2025.

Building Department Updates
· The Building Department is excited to announce that new software for the department is currently in the configuration stage. Starting January 1, 2026, a public portal will be in place for applicants to submit permit applications online! Stay tuned, the Portal will be coming January 1, 2026, to the Township website.
Finance Department Updates
· Applications for 2026 Municipal Grants and Donations are now open. Local non-profit organizations and community groups are invited to apply for funding to support programs, services, or events that provide direct benefit to the Township and its residents. Planning Department Updates
· October 28, 2025, Public Planning meeting will consider Zoning By-law Amendment application submitted by Corcair Farms Limited for 10846 County Rd 2 (File Z-11-2025). The proposal plans to rezone the property from Hamlet Residential to Hamlet Commercial Exception No. 13.
· October 28, 2025, Municipal Planning/Regular Council Meeting – Council will consider a report on proposed conditions of Draft Plan Approval for the New Danforth Subdivision. The report will summarize the proposal, technical submissions, public comments, how concerns are addressed, and the draft conditions that would need to be satisfied for development to commence.
· October 28, 2025, Municipal Planning/Regular Council Meeting – Council will consider a report requesting authorization for staff to prepare and issue a Request for Proposal (RFP) from Planning Consultants to conduct an Official Plan update and subsequent Zoning By-law review. This work will address numerous legislative changes.

October 14, 2025 – Regular Council Meeting:
· Council received a presentation from Julien Bell, Vice President of Agile Infrastructure, regarding the Grafton Water Model Study final report.
· Council received a report regarding 2025 Sand and Salt Budget. Council authorized the transfer of $186,279.60 from reserves for the procurement of sand and salt materials for the 2025/2026 Winter Season.
· Council approved Deputy Mayor Stover, Councillor Ainsworth and Councillor O’Neill to attend the Rural Ontario Municipal Association Annual Conference, funded from the 2026 Council Training Budget.
· Council received correspondence from Grafton Public School Council regarding the 2025 Grafton Christmas Market. Council waived permit and rental fees for the 2025 market and directed the applicant to the 2026 Community Grant Application process.
· Council received a report regarding the Grafton Municipal Water System. Council awarded Agile Infrastructure the contract to complete the Master Water Plan and Municipal Water System Revew at a value of $57,000 plus HST.

October 21, 2025 – Committee of the Whole Meeting:
· Committee of the Whole received a delegation from the Alderville Pioneer Group and recommended that Council approve the rental fee for the Alderville Pioneer Group at $26 per weekly meeting for 2025, 2026, and 2027.
· Committee of the Whole received a delegation from Rob Green regarding a development charges exemption request. Committee of the Whole referred the delegation to staff to report back with more information.
· Committee of the Whole recommended approval for the Parks & Recreation Advisory Committee recommendations that include improvements to the Vernonville Community Centre and budget consideration for Parks & Recreation signage.
· Committee of the Whole received a report regarding Building Department Quarter 3 Activity. The report highlighted a decline in permits due to the hot and dry conditions and a progress update on new CityWide permitting software.
· Committee of the Whole received a report regarding 2025 Fire Department activity. The report highlighted the services provided from June 1 – September 30, 2025.
· Committee of the Whole received the Quarter 3 2025 Financial reports for information.
· Committee of the Whole received a report regarding alternate voting methods. Committee recommended that Council authorize the use of Internet and Telephone voting methods during the 2026 Municipal and School Board elections.

October 28, 2025 – Municipal Planning Meeting:
· Council received public comments regarding an application for a Zoning By-law amendment for a property owned by Corcair Farms located at 10846 County Road 2.
· Council received a delegation from Gritt Koehl and Simon Schniederman regarding Preserving the Historic Hamlet of Grafton.
· Council received a report regarding proposed conditions of draft plan approval for the New Danforth Subdivision. Council approved the draft conditions and directed staff to report back on the construction management plan once finalized.
· Council received a report regarding the Official Plan Update and Zoning By-law Review. Council authorized staff to prepare and issue the Request for Proposal for these projects.
· Council passed By-law #80-2025 authorizing the Zoning By-law amendment for Corcair Farms located at 10846 County Road 2.

October 28, 2025 – Regular Council Meeting:
· Council received a presentation from MNP regarding Finance Department Review.
· Council received a report regarding a project status update on the Grafton Well. Staff updated Council that archaeologically significant remains were found, and a Stage 4 Archaeological Study must be completed.
· Council authorized staff to initiate the design-build process for an Arena Floor Replacement and Structural Inspection Project. Staff will report back on the financing and implementation plan prior to issuing the tender.
· Council received a report regarding the Non-Union Pay Equity and Compensation Review Request for Proposal. Council awarded the contract to Pesce & Associated Human Resources Consultants at a value of $19,200 plus HST.
· Council authorized the execution of a Memorandum of Understanding with the Great Pine Ridge Snowmobile Association.
· Council enacted a By-law to appoint Councillor Ainsworth to the Township of Alnwick/Haldimand Public Library Board.

September 9, 2025 – Regular Council Meeting:
· Council received a delegation from Tara Raymond and Dave Dunk regarding Reallocation of Ice Time for Historical User Groups. Council directed staff to amend the Ice Allocation Policy to allow for previous year ice user groups to be grandfathered in and the creation of an annual meeting of all user groups during ice allocation season.
· Council received a presentation of the 2024 audited financial statements from Baker Tilly and approved the 2024 financial statements.
· Council received a report recommending a reduction in non-prime arena operating hours for cost savings. Council directed staff to report back on alternative cost-saving intiatives for operating the arena.

· Committee of the Whole received a presentation from Pinchin Ltd. regarding the Grafton Municipal Office Structural Report.

· Committee of the Whole received a report regarding a tender award for a mobile column lifting system. Recommendation to Council was that the tender be awarded to ISN Group Holdings Inc. in the amount of $109,714.00 (excl. HST).
· Committee of the Whole received a Notice of Motion from Councillor Mike Ainswoth. Recommendation to Council is that a letter be sent to Northumberland County to request financial stewardship when preparing the 2026 budget.
· Committee of the Whole received reports notifying Council of the 2026-2031 Multi-Year Accessibility Plan Update.
· Committee of the Whole received a report regarding the Great Pine Ridge Snowmobile Association Memorandum of Understanding (MOU). The recommendation to Council is to authorize the execution of the MOU.
· Committee of the Whole supported communications re: Rail Safety Week, Preserving Canadian Soil, College of Physicians and Surgeons of Ontario Licensing, and Advocacy for Increased Income Support for Canadian Veterans.

· Council received public comments regarding general amendments to the Zoning By-law that include amending regulations concerning bunkhouses, removing regulations concerning secondary dwellings, regulations concerning shipping containers, removing regulations concerning non-agricultural buildings and mapping corrections.
· Council approved the final subdivision agreement for Phase II Rice Lake Estates.

July 15, 2025 – Public Planning Meeting:
· Council listened to public comments regarding the subdivision application for Con A. Pt Lt 21 in the Hamlet of Grafton. The County of Northumberland was present to answer questions.

July 15, 2025 – Committee of the Whole Meeting:
· Council received a report from the Chief Building Official outlining an increase in building permits issued in Q2 of 2025. This highlights an increase in compliance for construction activity throughout the township.
· Council received a report from the Clerk regarding the 2024-2026 Strategic plan, providing a high-level overview of achievements and progress during 2025. The report highlighted statistics including the 201 projects staff identified that support the implementation of the Strategic Plan, of those projects 49% have been completed and 45% are in-process.

July 22, 2025 – Municipal Planning Meeting:
· Council approved a zoning by-law amendment for the parcel of land at 629 Dudley Road. It was noted that a holding symbol will be placed in the area where two identified archaeological sites have been determined and will be registered.
· Applicable by-laws were passed at the Regular Council meeting as amended, noting the archaeologist's comments from the findings.

July 22, 2025 – Regular Council Meeting:
· Zoning By-law amendment application for 1481 County Road 23 was withdrawn by the applicant and not considered by Council.
· Council enacted By-law No. 57-2025 to amend the 2025 Fees and Charges By-law to update fees for recreation and facilities.
· By-law No. 61-2025 was enacted in order to execute a Development Agreement with Bolduc, Knox, Bolduc & Bolduc.
· By-law No. 63-2025 was enacted to assume lands into the municipal road system for year-round maintenance. Parts 3 and 4 (forced road) and Parts 5 and 6 (gas marker and telephone pedestal) from Knollcrest Swine Ltd will be transferred to the Township.
· A notice of motion was introduced from Councillor Mike Ainsworth regarding the reconsideration of denied severance and building applications. This will be considered at the Committee of the Whole meeting on September 16, 2025.

Significant Weather Event Declared

Grafton, ON - The Township of Alnwick/Haldimand has declared a Significant Weather Event in accordance with Ontario Regulation 239/02 (Minimum Maintenance Standards for Municipal Highways) with respect to the winter storm on January 25-26, 2026. This declaration is based on weather conditions that have been received and are currently occurring and is effective 9:30 a.m. on January 26, 2026 until further notice.
This declaration applies to all roads and sidewalks maintained by the Township and will remain in effect until weather and surface conditions have stabilized and the Significant Weather Event has ended.
This declaration suspends the Township’s standard timelines for winter maintenance service, allowing crews the flexibility to prioritize winter response activities due to the large amount of snow accumulation experienced throughout the Township. Residents are asked to be patient and know that roads and sidewalks will be cleared as soon as possible.
A Significant Weather Event is a declaration by the Township to recognize that an active weather event may affect the use of Township roads, sidewalks, pathways, and bike lanes. Community members are encouraged to monitor conditions, limit travel if possible, and exercise caution when using roads and sidewalks. Drivers should adjust speed and following distance to current road conditions and give space to snowplows and sidewalk clearing equipment.

· Status of facility operations and programming (open/closed) and more will be posted and updated on the Township website.
Be a good neighbour - how you can help:
· Parked vehicles on the roads can slow down the snow removal process. Park your car off the road whenever possible to help snowplows easily clear the roads.
· Vehicles parking on the street may be ticketed if they are obstructing snow clearing operations.
· Don’t shovel snow from your driveway onto the road.
· If you can, help to clear the snow from the sidewalk in front of your home/business to help pedestrians.
· If you have a fire hydrant on your property, please help keep it clear of snow. Every second counts in an emergency.
· Keep all exhaust vents free and clear of snow and ice to prevent carbon monoxide build-up.
· Operate generators and barbecues in well ventilated spaces outside.
· Check on elderly neighbours.
During a Significant Weather Event, please give our teams time to finish clearing all routes and reach every area. Residents are asked to wait 24 to 48 hours after the snow stops before contacting the Township with service requests.

Enbridge Gas Ontario Assists Alnwick/Haldimand Fire Department in Supporting Firefighter Training

TOWNSHIP OF ALNWICK/HALDIMAND, ON - December 3, 2025 – Enbridge Gas Ontario (Enbridge Gas) is helping Alnwick/Haldimand Fire Department purchase firefighting training materials, through Safe Community Project Assist–a program with the Fire Marshal’s Public Fire Safety Council (FMPFSC) that supplements existing training for Ontario volunteer and composite fire departments in the communities where Enbridge Gas operates.
“Safety is at the heart of everything we do at Enbridge Gas–it’s one of our core values we live by,” says Liz Disepolo, Senior Advisor, Municipal and Stakeholder Engagement, Enbridge Gas. “We’re proud to support Ontario firefighters with emergency response training that helps them strengthen their skills, stay prepared, and continue protecting the vibrant communities they serve.”
This year’s $125,000 investment from Enbridge Gas will be shared by 25 Ontario fire departments, including the Alnwick/Haldimand Fire Department. Funds are used to purchase educational materials to assist in training firefighters in life-saving techniques.
Since the launch of Safe Community Project Assist in 2012, 394 grants have been provided to Ontario fire departments for additional firefighter training.
“Fire departments across Ontario train every single day and that is why it is important for them to have access to the right materials to keep their members and the public safe. Safe Community Project Assist helps departments afford these essential training tools and supports the ongoing learning that keeps the fire service safe,” says Jon Pegg, Ontario Fire Marshal, and Chair of the FMPFSC.
About the Alnwick/Haldimand Fire Department
Fire and Emergency Services in the Township of Alnwick/Haldimand are provided by part-time firefighters who are on-call 24hrs per day. There are three fire stations that cover the township and the Alderville First Nations community. The fire stations are located in Grafton, Centreton, and Roseneath. The fire department is proud to serve its community with NFPA certified firefighters who work diligently to remain in service through rigorous training efforts. Fire prevention and public education programs run continuously throughout the year offering great support to the communities.

Township Celebrates Community Spirit at Successful Volunteer Appreciation Event

Roseneath, ON — November 28, 2025 - The Township of Alnwick/Haldimand proudly hosted a successful Volunteer Appreciation Event on November 21, 2025, bringing together community members to recognize and celebrate the outstanding contributions of local volunteers.
The intimate event, held at the Roseneath Fire Hall, welcomed volunteers from across the Township who dedicate their time and talents to the Township, helping with the organization and delivery of community events and beautification initiatives. Attendees enjoyed refreshments and quality one-on-one time with members of Council and the Clerk’s Department, as well as a behind-the-scenes tour of the Fire Hall, all aimed at expressing gratitude for their invaluable service.
“Volunteers are the heartbeat of our community,” said Mayor John Logel. “Their commitment strengthens our township and improves the lives of residents every day. Volunteers get the most enjoyment and satisfaction when they know their efforts are appreciated and make a difference in their community. This event is just one small way for us to say thank you for all the work they do.”
The Township extends heartfelt appreciation to everyone who contributed to the success of the event, as well as to the volunteers whose ongoing efforts help make the Township of Alnwick/Haldimand a vibrant and caring community.

The Township of Alnwick/Haldimand Fire Department is advising residents of an important safety reminder following a recent emergency response.
Fire crews were dispatched after a 911 call reported a burning smell inside a residence during a recent power outage. Upon arrival, no visible smoke or fire was present. A wood burning stove in the basement was safely operating in full compliance. Fire Crews conducted a full investigation and found that due to the power outage, the heat distribution fan was no longer operating, and the odour was caused by accumulated dust and cobwebs from non-burning months.
As per legislated requirements, Fire Crews tested the home’s smoke and carbon monoxide (CO) alarms and found that none were operational. With no power to the residence and no battery backups installed in the alarms, the home was left completely unprotected. Further investigation revealed that the devices—Kidde CO/Smoke alarm models KN-COSM-IBCA or KN-COSM-ICA—had been installed in 2018, but had been the subject of a manufacturer recall issued in 2017.
The Alnwick Haldimand Fire Department is urging all residents to check their smoke and CO alarms to ensure they are functioning, equipped with battery backup, and not part of the affected recalled models. Working CO and smoke alarms on every level of a home are required by law—even during a power outage. Alarms must always be capable of operating when hydro service is interrupted.

Township Celebrates Local Government Week with Mock Council Sessions at Local Schools

Grafton, ON – October 28, 2025 - In recognition of Local Government Week, Township of Alnwick/Haldimand Council and the Clerk’s Department partnered with local schools to help students learn how municipal government works — and to inspire the next generation of community leaders.
Grade 5 students at St. Mary Catholic Elementary School and Grafton Public School participated in Mock Council sessions, stepping into the roles of Mayor, Deputy Mayor and Councillors to debate local issues and make decisions that impact their communities.
The initiative was designed to give students a hands-on understanding of how local government functions, the importance of civic engagement, and how decisions are made to shape the places where they live, work, and play.
Students practiced meeting decorum and rules of procedure, making the following decisions after a respectful and well-rounded debate:
• The students defeated a motion that would ban Coffee Crisp Chocolate Bars in Alnwick/Haldimand for Halloween.
• The students amended a motion to have a PA Day every Friday and approved instead to have a PA Day every other Friday.
• The students defeated a motion that would have banned pineapple on pizzas in Alnwick/Haldimand.
Local Government Week is an opportunity to connect with young residents and help them see that their voices matter. The mock councils are a fun and interactive way to show how democracy works right here at home.
The sessions also offered an opportunity to raise awareness about the 2026 Municipal Elections, taking place on October 26, 2026, by encouraging civic participation and understanding at all ages.
Council thanks the staff and students of St. Mary Catholic Elementary School and Grafton Public School for their enthusiasm and participation in this year’s Local Government Week initiative.
