To amend Township of Alnwick/Haldimand Zoning By-law 19-2019 under Section 36(1) of the Planning Act, R.S.O. 1990, c.P.13, as amended

The Council of the Township of Alnwick/Haldimand will consider a by-law to remove the holding symbol from the above noted land at their meeting on April 28, 2026.
Purpose and Effect of Proposed Amendment:
The proposed Zoning By-law Amendment applies to land located at Shearer Point Road and Hampton Crescent, Part of Lots 8 and 9, Concession 4, geographic Township of Alnwick, now the Township of Alnwick/Haldimand, owned by Stanpar Holdings Ltd. A Key Map is attached showing the location of the subject lands.
The purpose and effect of the zoning amendment is to amend Zoning By-law 19-2019 to remove the holding symbol “H” from the zones to allow for construction to proceed as per the executed subdivision agreement.

Recreation Department Updates
· The Recreation Department is now receiving bookings for baseball diamond rentals. Secure a ball diamond by completing a Facility Booking Request Form.
· Pickleball bookings are available Mondays and Thursdays at the Alnwick Civic Centre from 9 a.m. – 9 p.m. Secure your pickleball court by completing a Facility Booking Request Form.

Finance Department Updates
· Reminder, the second installment for property taxes is due on April 23, 2026.
· The 2026 Municipal Budget was approved at the February 11, 2026, Special Council Meeting. After a thorough review, Council approved a 5.09% levy increase to fund the capital and operating budgets for 2026. To view the entire budget package please visit:

This free public workshop offers a clear, down-to-earth look at what it means to serve on Council. You’ll learn how municipal government works, what Council members actually do, and what to expect if you decide to run. Workshop will be held at the Baltimore Recreation Centre (23 Community Centre Road, Baltimore) on April 16, 2026, at 6:30 p.m.
· Stay tuned for an election training session being hosted by Northumberland County, lead by the Ministry of Municipal Affairs and Housing that will be hosted in early May.

February 10, 2026 – Regular Council Meeting:
· Council passed a resolution directing staff to get valuations on the remaining 80 Township owned vacant properties and to include these valuations in the Asset Management Plan.
· Council passed a resolution directing staff to provide an insurance coverage update for facilities and cyber security.
· Council received an update report regarding Development Charge Reserve Funds for information.
· Council considered a Notice of Motion from Councillor Ainsworth regarding an investigation of facility committees. Council directed staff to investigate the committee structure and report back to Council for options of alternative committee structures taking into account the Parks and Recreation Advisory Committee along with facility specific committees.
· Council received correspondence regarding a request for a rental fee waiver for Fenella hall for a Benefit Event. Council deferred the request until more information is provided.

February 11, 2026 – Special Council Meeting: Budget:
· Councill heard a presentation from the CAO regarding understanding property taxes.
· Council amended the Draft 2026 Budget to decrease Administrative Department Wages by $108,684 and decrease Public Works Department Wages by $38,672.
· Council approved the Draft 2026 Budget as amended above.

February 17, 2026 – Committee of the Whole Meeting:
· Council deferred a presentation from MNP regarding the Finance Department Review due to technical difficulties.
· Council heard a presentation from the Alnwick/Haldimand Public Library regarding the 2025 Annual Report.
· Council heard a delegation from Tom Herd regarding a Speed Reduction Request on Third Line Road in Roseneath. Committee of the Whole recommended that Council direct staff to report back on the request.
· Council heard a delegation from Jim McCormack regarding a Request for a Funding Strategy for the Haldimand Community Memorial Arena Upgrades.
· Council received a report regarding an update on the Township of Alnwick/Haldimand Asset Management Plan.
· Council considered a Notice of Motion from Deputy Mayor Stover regarding Speed Limit Reduction. Committee of the Whole recommended that Council direct staff to assess the need to adjust the speed limit on Station Road south of the four way stop to Lake Ontario and include Chub Point Road and Ruttan Road.
· Council received the 2026-2031 Multi-Year Accessibility Plan. Committee of the Whole recommended that Council approve the Plan.
· Council received correspondence from the Northumberland Chamber of Commerce regarding Business Achievement Awards Sponsorship Opportunity. Committee of the Whole recommended that Council support for the platinum package sponsorship ($2,000).

February 23, 2026 – Special Council Meeting:
· Council met for the purposes of moving into Closed Session regarding CUPE Union Negotiation Updates.

February 24, 2026 – Municipal Planning / Regular Council Meeting:
· Council received a report regarding Zoning application Z-13-2025 to amend the zoning on the parcel of land described as Lot 7, Concession 1, Geographic Township of Alnwick, by changing the zoning from Rural to Rural Residential and Oak Ridges Moraine Countryside Exception No. 12. Council approved the zoning amendment.
· Council received a report regarding Zoning application Z-14-2025 to amend the zoning on the parcel of land described as Part of Lot 24, Concession 3, Geographic Township of Alnwick, by changing from Rural to Rural Residential No. 73 Holding. Council approved the application with a holding symbol to be removed by future by-law once all conditions listed in By-law 2026-12 are met.
· Council received a report regarding Zoning application Z-01-2026 to amend the zoning on the parcel of land described as Part of Lot 13, Concession A, Geographic Township of Haldimand, by changing from Hamlet Residential to Hamlet Residential Exception No. 34. Council approved the zoning amendment.
· Council considered a Notice of Motion from Councillor O’Neill regarding a Tracking Report for Outstanding Motions. Council directed staff to submit a report to Council on a quarterly basis starting in March, detailing the status of al outstanding resolutions passed by Council.
· Council considered the request for a rental fee waiver for Fenella hall for a Benefit Event deferred from the February 10 Council Meeting. Council offered a 25% discount on the rental rate and directed staff to investigate the Fee Waiver Policy to include a 25% discount for community benefit events.
· Council passed By-law No. 2026-08 to appoint additional members to Parks and Recreation Advisory Committee Meeting.

Township of Alnwick/Haldimand Approves 2026 Budget

February 23, 2026
Grafton, ON – The Council of the Township of Alnwick/Haldimand approved the 2026 Budget at the February 11, 2026 Special Council Meeting.
After thorough review, Council approved a 5.09% levy increase to fund the Township's capital and operating budgets for 2026. Factoring in assessment growth from the Municipal Property Assessment Corporation (MPAC) of 1.01%, the net levy increase for 2026 is 4.08%. This levy amount also includes a 2% dedicated Infrastructure Levy to raise funds for the future needs of the Township’s aging infrastructure.
The 2026 Consolidated Budget is an estimated $17,957,750.27, with an estimated Operating Budget of $11,671,050.27 and an estimated Capital Budget of
$6,286,700.00. This represents a total budget increase of $557,021.59 over the 2025 approved budget.
The 2026 Budget is strongly tied to the Township's Strategic Plan and serves as a forward-looking plan that reinforces the Township's commitment to strong infrastructure, vibrant communities, and responsible financial stewardship.
Key projects identified within the 2026 Budget include:
· Review and update of the Township’s Official Plan and Zoning By-law, Development Charges Study and By-law.
· Development of an updated Asset Management Plan, Drinking Water Master Plan, and Drinking Water Rate Study.
· Road resurfacing and/or reconstruction projects for Eddystone Rd, Dudley Rd, Massey Rd, and more.
· Replacement of the Haldimand Community Memorial Arena ice pad and refrigeration system.
· Continued implementation of the Fire Master Plan and upgrades to Fire Stations 1 (Grafton) and 2 (Centreton).
· Website upgrades, including the modernization of Building Permit and Facility Rental applications to online platforms, enhanced accessibility and searchability.
Through proactive investment in infrastructure and capital assets, the 2026 Budget addresses infrastructure needs today to reduce future financial pressures. This forward-thinking approach protects long-term financial sustainability while minimizing the impact on both current and future taxpayers.
Council remains committed to transparency and accountability in financial decision-making and appreciates the engagement and input received from residents throughout the budget process.

January 13, 2026 – Regular Council Meeting:
Council received a report regarding potential Township owned properties for surplus. Council went through the list of properties and selected five (5) properties to be investigated for potential surplus. Those properties are:

January 14, 2026 – Special Budget Meeting:
Council heard a presentation from the Alnwick/Haldimand Library Board regarding their 2026 Budget. Following the presentation Council approved the Draft 2026 Library Budget.
Council received a report regarding disqualified community grant applications. Council approved the application received from Haldimand Court Apartments and the Centreton Community.
Council received the Draft 2026 Township Budget.
Council approved the 2026 Draft Council budget, as amended.
Council removed the Building Department’s Budget Enhancement Request (BER) for vehicle replacement, and approved the 2026 Building Department Budget, as amended.
Council approved the Draft 2026 Planning Budget with staff noted updates.
Council directed staff to investigate dredging and re-doing all boat launches within the Township and to bring a report in Spring 2026.
Council approved all Public Works BERs, and deferred the final approval of the Draft 2026 Public Works Budget until the January 28, 2026, meeting.
Council deferred approval of the Draft 2026 Water Department Budget until the January 28, 2026, meeting to permit a representative from LUSI to attend.
Council directed staff to bring forward a report on a Nawautin Nature Sanctuary Maintenance and Upkeep Plan by April 30, 2026.
Council added four (4) summer students in the Draft 2026 Parks and Recreation Budget, removed the BER for a Customer Service Representative and enhanced the existing parks labourer position by ten (10) hours per week. Council then approved the Draft 2026 Parks and Recreation Budget, as amended.
Council approved the Draft 2026 Facilities Budget, the Draft 2026 Fire Department Budget, the Draft 2026 Emergency Measures Budget, and the Draft 2026 By-law Budget.
Council deferred the Draft 2026 Administration Budget, and the Draft 2026 Heritage Budget to the January 28, 2026, meeting.
Council approved the Draft 2026 Cemetery Budget.
Council directed staff to include a list of all reserves, a breakdown between tax levy increase/growth increase, and what is taken from reserves versus development charges, and wage increase impacts on the budget to the January 28, 2026, meeting.
January 28, 2026 – Special Budget Meeting:
Council received a presentation from Dave McGlennon, W.W.D. of McGlennon Insurance Broker Ltd. regarding a review of Township Insurance.
Council deferred the consideration of the Development Charge Reserve Funds Update to the February 10, 2026, Regular Council meeting.
Council had the opportunity to ask Larry Spryka questions from Lakefront Utilities. Following that Council approved the 2026 Draft Water Department budget.
Council directed staff to provide a report explaining the variance between 2025 and 2026 wages and benefits.
Council approved the 2026 Draft Public Works Budget.
Council made amendments to the Draft 2026 Administrative budget by reducing the Capital Office Furniture, and HR Services Legal Fees Budget lines. Following these amendments Council approved the 2026 Draft Administrative Budget, as amended.
Council directed staff to provide an update on Union negotiations at the February 10, 2026, Regular Council meeting.
Council amended the Draft 2026 Heritage Budget by reducing the Heritage Misc. Budget Line. Following these amendments Council approved the Draft 2026 Heritage Budget, as amended.
Council approved the Draft 2026 Environmental Services Budget, and the Draft 2026 Policing Budget.
Council amended the Draft 2026 Animal Services Budget by increasing the Dog Tag Revenue Line. Following this amendment Council approved the Draft 2026 Animal Services Budget.

Building Department Updates
· The Township’s Building Department is excited to announce the launch of a new online portal that allows applicants to submit building permit applications from virtually anywhere. Applications, construction plans, and associated schedules can now be uploaded directly to our new PSDCitywide server to begin the application process. Fire Department Updates
· Volunteer firefighters in the Township use their personal vehicles to respond to emergency calls. These vehicles may display flashing green lights to alert other drivers they are en route to an emergency. When possible, please allow these vehicles to pass to help ensure a quicker response time.
· Residents are encouraged to keep fire hydrants on or near their property clear of snow at all times. Keeping hydrants visible and accessible helps emergency services respond quickly when every second counts.

· Ice Rentals are still available at the Haldimand Community Memorial Arena through to the end of March. Secure your ice time by completing a Facility Booking Request Form before the end of the season.

· Winter weather is here! Public Works crews are working hard to keep roads safe and clear during snow events. Residents are reminded to keep a safe distance from snowplows while driving. Please use caution when travelling in winter conditions and thank you for your patience and cooperation as crews work to keep or community moving safely.

Township of Alnwick/Haldimand Council Meeting Update Newsletter - December 2025
December 9, 2025 – Regular Council Meeting:
· Council received a report regarding Section 34 Amendments (Grafton Well Project) – Trent Source Protection Plan. Council endorsed the amendments to the Trent Source Protection Plan as presented and authorized public engagement.
· Council received a report from staff regarding a budget deferral for the replacement of a one-ton truck. Council authorized the funding be carried forward from the 2025 budget to 2026 to accommodate the revised vehicle delivery.
· Council received a report from staff regarding Fees & Charges Update. Council deferred the implementation of the fees until an updated report was brought forward highlighting the changes from 2025 to 2026.
· Council received a report from staff regarding Holiday Office Hours. Council approved the closure of Municipal Offices on Friday, January 2, 2026.
· Council received a report from staff regarding the award of agricultural land-use request for proposal (RFP) for the Burnley Pit Lands. Council authorized the lease agreement with Patrick and Sherry McLaren for the agricultural use of 12 acres at the Burley Pit for an annual fee of $720.
· Council received a request from the Alnwick/Haldimand Firefighter’s Association for a rental fee waiver for the Firefighter’s Association New Year’s Eve Dance. Council authorized the rental fee waiver.

December 16, 2025 – Special Public Meeting:
· Council went into a Public Meeting to hear comments regarding the consideration of future uses for Fenella Hall and community priorities for the 2026 budget.
· Council heard many comments and will consider them at a future date or during discussions for the 2026 budget.

December 18, 2025 – Special Budget Meeting:
· Council received a report regarding the 2026 Cost of Living Allowance for non-union staff. Council approved a 1.8% COLA increase for non-union staff, effective January 1, 2026.
· Council received a report regarding the 2026 Budget Public Survey results for information.
· Council received a report regarding the 2026 Community Grant applications. Council awarded the following community grants:
o Community Care for $3,000
o Centreton 4-H Life Skills for $1,125
o Roseneath Agricultural Society for $2,250
o Grafton Green Thumbs / Grafton Horticultural Society for $1,250
· Council directed staff to bring forward the disqualified applications for Council to review.
· Council received a report regarding 2026 Fees and Charges. Council authorized the implementation of fees and charges for 2026.
· Council passed By-laws to set remuneration for Fire Department Officer and Firefighters for 2026 and a By-law to set remuneration and expenses for Members of Council in 2026.

December 23, 2025 – Municipal Planning / Regular Council Meeting:
· Council received a report regarding Zoning application Z-12-2025 to amend the zoning on the parcel of land described as Concession 3, Part Lot 9, Part 1 on 39R235, Geographic Haldimand by changing from Rural to Rural Residential. Council approved the zoning amendment.
· Council received a report regarding addition to Reserve proposal for Alderville First Nation. Council supported the proposed addition and directed the Mayor to send correspondence back offering support. Council also directed staff to enter discussions with Alderville First Nation on agreements for shared services and tax loss adjustments.
· Council received a Fundraising Strategy from the Haldimand Memorial Arena & Recreational Complex Fundraising Ad Hoc Committee. Council approved the Committee’s fundraising strategy.
· Council authorized Councillor Greg Booth to attend the Good Roads 2026 Annual Conference in Toronto from March 29 – April 1, 2026, funded from the 2026 Council training budget.
· Council received a report regarding By-law Enforcement Part-time Position. Council approved the continuation of the part-time position to work Friday, Saturday, and Sunday of every weekend for the 2026 calendar year.
· Council received a report regarding award of RFP 11-2025 for the design and contract administration for ice rink floor replacement at the Haldimand Community Memorial Arena. Council awarded the RFP to Barry Bryan Associates for $78,000 plus HST.

Recreation Department Updates
· Council will be holding a Public Meeting on December 16, 2025 at 6:00 p.m. at the Fenella Hall to hear comments from residents regarding the future use of Fenella Hall.
· The Township is pleased to announce that the Parks and Recreation Advisory Committee will be holding two Christmas events:
o In coordination with the Grafton Green Thumbs, they will be hosting the Grafton Tree Lighting Ceremony on December 6, 2024 at the Grafton Heritage Park.
o A festive Christmas event at the Alnwick Civic Centre including a Christmas Parade outside on the track on December 14, 2025
· The Haldimand Memorial Arena & Recreational Complex Fundraising Ad Hoc Committee will be at the Grafton Outdoor Christmas Market. Come out to meet the Committee and see what they have in store for 2026!
Bring your family and friends to these holiday events to celebrate the start of the season. Enjoy warm drinks and holiday cheer with neighbours and friends. This is a wonderful way to come together and celebrate the spirit of the season.
Finance Department Updates
· Council’s first meeting to consider the 2026 Budget will be December 18, 2025, at 9:30 a.m. at the Centreton Community Centre.
· Council will be holding a Public Meeting on December 16, 2025 at 6:00 p.m. at the Fenella Hall to hear comments from residents regarding the 2026 Budget.
· Don’t forget applications for 2026 Municipal Grants and Donations are open until November 16, 2025. Local non-profit organizations and community groups are invited to apply for funding to support programs, services, or events that provide direct benefit to the Township and its residents. · Clerk’s Staff hosted a public information night with staff regarding the Multi-Year Accessibility Plan. The 2026-2031 Accessibility Plan Survey is now available until November 21, 2025. November 12, 2025 – Regular Council Meeting:
· Council received a presentation from Pesce and Associates regarding the Pay Equity and Compensation Review.
· Council received a presentation from Rhonda Bateman, the Chief Administrative Officer for the Lower Trent Conservation regarding Draft 2026 Budget.
· Council received a report from staff regarding a residents request for relief from development charges. Council approved that the development charges be waived.
· Council received a report regarding the Fees and Charges By-law and an update to the Planning Fees. Council approved the proposed changes to the Planning fees.
· Council received a report regarding award of Tender T-06-2025 to replace a Public Works Tandem Axle Truck. Council awarded the tender to Winslow-Gerolamy Motors Ltd. in the amount of $462,841.22 (inclusive of HST).
· Council received a report regarding the Arena Floor Replacement Fundraising Finance for information.
· Council received a report regarding award of RFP for a Development Charge Background Study. Council awarded the RFP to Watson & Associates Economists Ltd. at a value of $38,628 (plus HST).
· Council passed By-law No. 87-2025 authorizing the use of alternative voting methods for the 2026 Municipal Elections.

November 18, 2025 – Committee of the Whole Meeting:
· Committee of the Whole received a delegation from the Inspector – Detachment Commander and Staff Sergeant from the Northumberland OPP regarding the Northumberland OPP Action Plan.
· Committee of the Whole received a recommendation from the Parks, Recreation and Culture Advisory Committee regarding a request for Council to hire additional Parks & Recreation staff. Committee of the Whole referred the request to staff to report back with additional information.
